Unless you think that a person needs to have the neurological factor in order to be afflicted with gender dysphoria, then all it comes down to is self-identification plus social and cultural factors.

People with species dysphoria self-identify as such, and are affected by social and cultural factors. Not in the same way as people with gender dysphoria, but their affliction is similar in all three categories.

So you have two options:

1. Realize you're using a double-standard
2. Say that transgender people who don't have the neurological condition aren't really transgender, since their brains aren't similar to their desired sex or gender

Take your pick.
