People who get a DoS order, are given many warnings and even small bans or other disciplinary actions many times before the final DoS. The exception are those who conduct, attempt to conduct, or encourage illegal activities on the site, or perform or partake in other malicious behaviours that far exceed simple trolling, flaming, or other petty offences such as scamming, extortion, explicit harassment et cetera.
