Because we humans have shown incredible capacity to use such things for peaceful uses first.

Nope, we definitely have to blow up a few things and perhaps cause horrible accidents before we learn our lesson.

Sadly this is true but we have not YET done anything harmful with this laser in particular. MAYBE just maybe we could actually do something good for everyone first for a change. If we are super luck (like win the lottery lucky) they may never use it as a weapon.

There are much more practical energy weapons than picosecond-flashing lasers.
