By nature how much power a person has is heavily situational. Specifically about fotball on a global level the head of FIFA probably has more to say than the leader of any nation and I think that's natural. That's how it usually works when it works. Power structures are often overlapping and just as often very complex.
It's just the same if i.e. you look at individual achievements in a football game. That specific player has more power over his own performance in that specific game he's about to play than Sepp Blatter has and that's what it takes for football as a game to function. Having power in one way doesn't mean you control everything.

Anarchy is the natural state and people should start minding their own business instead of interfering with things in a ridiculous way. With all that said, it would be better if the world cup was played in USA and England.

You're missing my point. None of the American commissioners have as much power as a state governor, never mind the President of the United States. Neither does Sepp Blatter. Not that into soccer but not at all surprising. Even I had heard of high profile corruption in the FIFA org. Sounds like they were about as on top of the situation as they realistically could be given the elite executives involved and the overall complexity of the organization and the case.
