Doesn't the US also have the most apathetic voters compared to other Western Democracies? I think I remember it being like ~35% of eligible people actually vote(except during Presidential elections which have a slightly higher turn-out).
We would have a higher percentage if state officials did not actively discourage voting by certain groups. In 2000, station wagons in Florida carrying blacks to the polls were pulled over and fined for operating as taxicabs without a license. Schenectady NY has no polling places within walking distance of Vail or Hall, its two poor neighborhoods. They are supposed to go downtown, to City Hall. Why so few sites? Oh, think a bit; I'm sure a possibility might occur to you.
So, the parents have to find a pay a babysitter and take the bus (few bus stops in those neighborhoods too), If they can get time off work. If their work shift runs to 7 PM they might make it to the polls in time to find it locked in their faces. "If you cared enough to vote, like well-to-do white people, you would have been here sooner."
I like to say we modernized democracy, but just forgot to update it.
