That is what happens when I've fitted the gaffe properly. The testicles go in the canal and then the penis is pointed back inwards between the legs. I'll be making makeshift breast forms by my birthday.

It can... but it demands a special compartment for the penis to be tucked while the testes are pushed into the canal. Gaffes are the device you're referring to. Mine is a poor woman's answer to one made of a pantyhose waist band, a trouser sock from the Dollar store, and some underwear.
