Ignoring the moral implications of it, it's an easy way to spread STDs even with proper screening and it can attract the more...unsavory aspects of humanity to the area even with legal oversight.

Doesn't it already do those illegally? Why not leaglise the practice and regulate it? Overall, money is saved.
