You're confusing justice and vengeance, the two are completely different.
It's very easy to take a very extreme case of someone being a "monster" and try to unleash hatred and call for the worst (torture, death, ...) upon the monster. But it doesn't make a fair and just society.
First because if you allow torture of a "monster", there will be innocents, be them random passerbys at the wrong place and the wrong time, brave whistleblowers, or whatever else, that'll get caught and tortured. The only Schelling point is to actually ban all form of torture, if you don't, innocents will be tortured - as the CIA did.
Then because by using torture, or killing people, you just create a hatred loop. You make them martyrs, you justify those supporting them killing and torturing at their turn. And you give the incentive to people who already committed crime to go even further, killing cops, torturing bystanders to get a chance to escape, because you make the alternative so terrific that they'll throw all remaining restrain in attempt to avoid punishment.
Harsh punishment isn't justice, harsh punishment is making the society a sick place, where everyone is at risk, with violence and hatred loops spiraling out of control.
