Wait, if a douchebag friend hits on me, I say "gib moni plox, R$1000 and we talk" and it happens, he should be prosecuted? I can't see why.
Prostitution is any exchange of money for sex. That can mean anything, not just certain kinds of social relations. (That often the "victims" themselves regard as legitimate, mind you.)
Also, there is further criticism of the efficacy of such approach. (It was already tried in Sweden and might increase risks due to competition and such.)
