That's not "most." That's one particular department.

Bluntly, the total attrition rate for rape cases is actually pretty good - comparable to other crimes. Burglary has a much worse attrition rate. I've been over this before, in particular here. If you compare reports to convictions, rape is quite clearly being taken seriously. There's only one major outlier with a high closure rate well above the pack of other crimes: Homicide.

It is /indeed/ to a major degree cultural. And some ideas, such as that the responsibility for it to not happen rests entirely on the victim and that they might deserve it afterward, are cultural.
