The problem with that is that South Korea does not recognize the legitimacy of the North Korean government, and claims governance over all of Korea. It even has governors for the northern regions.
South Korea wouldn't keep the north independent. If anything, it'd probably just create some temporary restrictions (such as preventing South Korean businesses dominate the north, and preventing a massive downpour of North Koreans into the south) until things become more equalized.
