Yes, that's right. Russian communists asked a Siberian shaman to perform an act of excorcism in governmental building of St. Pete. And Milonov (of all people) is worried about the reputation of local deputies. If you are having a cognitive dissonance (as I'm having right now) - you are not alone.

What you mean - "symbolic"? It was for real! Probably, on the city's budget money as well, to pay for shaman Kolya's travel from Nenets Okrug to St.Pete. Othervise, why would you invite a real shaman if not for the real rite?

I honestly don't know. Since (AFAIK) there is no special ritual for banishing corruprion and greed, they, probably, agreed on the second best - "of evil spirits".
