You also left out that none of the former USSR-aligned States could actually afford to maintain the cities built under USSR guidance, without USSR help. I'm temped to say the Russians supplied it (I am not a denier of Russian involvement), the attachments look pretty expensive and hard to come by, unless he has a lot of cash. And I saw a few of the rebels with them, with similar attachment loadouts, around that time.
