No, but if you were say, a police officer that wrote a story about a police officer that planted false evidence and tortured people for confessions it would look suspicious.

Like this guy, one of the most respected police procedural writers in the United States?

I'm assuming some of the former, and a lot of the latter accounted for this mess. That being said, this is a major over-reaction on the school's (and community's) part.

I think it needs to be broken apart before it does reach totalitarian levels.

Right. Oh woe, a teacher wrote a fiction piece about a supposed future scenario; call out the SWAT team.

Modern overkill mindset.

It may not be from the feds themselves as much as the mindset that's being hoisted by the 4th estate of government which is the media. The media created this mindset due to a mindset of if it bleeds, it leads!

And why is George R. R. Martin not in prison for life?

He writes obvious fantasy. He isn't like I said before a police officer that writes about tampering with evidence or a US Marine that writes about a soldier that enjoys committing war crimes.

I've already shown you a police officer who successfully wrote about police officers who did such things. I suspect that it wouldn't be hard for someone into war stories to track down a former soldier who wrote about soldiers who enjoy committing war crimes. Do you know how imagination works?

Wait for it, the way this mindset of the people and government are going... George R.R. Martin's escape hatch will likely close as people are having greater trouble distinguishing fiction from reality.

Setting realistic events 20 minutes in the future doesn't change much. Not much more then setting it in the 50's. It's still a teacher writing about shooting up a school. If he wrote about shooting up an alien spaceship it would be different, but he wrote about murdering kids in a school.

So Stephen King should have been taken into custody as he was teaching in a school and writing Carrie?

I think it means that American police are struggling to distinguish reality from fiction and the inverse of fiction from reality. Someone needs to get rid of those IQ caps to become a police officer before the SWAT teams are sicked on every fan-fiction writer of violent content.

Most people are able to entertain fantasy with zero risk (or true desire) of it ever becoming reality.

Thought crimes are not supposed to be real things.

Carrie was written before Columbine, but I think if it was written today they should have done some sort of investigation, even though the fantasy element in that story is much greater than the one in the OP.

Yes. An inevitable slippery slope from the events of one paranoid school district. Or you know. A gross exaggeration.
