Only if he can present himself as legitimate and mature despite his age and reputation as a fringe figure. Even then, it really depends on how the wind is blowing. If the economy continues to fare poorly and the intervention in Iraq fails, he's got a fair chance. If Russia grows as a threat and/or the economy somehow manages a miracle, then the GOP would be better off running a more 'mainstream' candidate, preferably a governor or former governor with a good economic record.

Rand Paul wouldn't be able to win the election. Even if the Democrats nominate an inanimate carbon rod (which has more of a personality than Rand) or a jellyfish (which has more of a spine).

There's about seven billion people who are better candidates than him, and all of them would make a better president.

It depends if ISIS is still a threat. That could go both ways. Republicans might want more interventionism if things in Iraq and with Russia aren't going well, or they might want less.

Actually it would just hurt them more by alienating their own base. It's a no-win scenario; perpetuate their warhawk stereotype or backtrack on their own message that we're being too soft on foreign affairs.

Nope. He's way too socially conservative and his moderate drug policy is canceled out by the fact that Hillary made some comments implying a looser stance on marijuana. He's a LINO.. Libertarian In Name Only.
I shudder to think of the day when a Tea Partier is in the White House.

Hillary is centrist enough that she'll pick up some of the more moderate Republican vote, too.
