What? That's exactly what it means! Letting an abusive, corrupt government host the Olympics is practically an endorsement of their behavior. That's why Sochi should have been counted out as well.

If human rights were an issue, China wouldn't have hosted the 2008 Olympics. I don't see why Azerbaijan shouldn't be considered for a future games if even Nazi Germany was able to get an Olympic games. Realistically speaking, it is mostly a question of money or prestige to get the IOC even interested in a location.
