That's mostly to diminish public nuisance that could be caused by drug or alcohol users. Lots of countries have laws regulating the consumption of alcohol in public spaces. The second-hand smoke argument does come into play too, but it's lesser (since the effect is diminished by being in an unenclosed space).

I think most people would appreciate people smoking marijuana inside a place designated for it (some kind of smoke shop, or in coffee shops, like in Amsterdam), or on their own property.
