The resolution wasn't intended to expand the powers of the presidency, it was intended to curb them, which it did.

The wars aren't unconstitutional. Both Iraq and Afghanistan were approved by Congress.

No, not at all. He was made fun of for appearing clumsy - Chevy Chase built his early career on imitations of Ford as a stumbler - but no, not a bum, and some other politicians, like Lyndon Jonson, thought he was slow on the uptake. Gerald Ford was a highly respected member of the House and when Nixon had to replace Spiro Agnew, Ford was at the top of everyone's list.
