So? Any basic social reforms could do that. You can't attribute those to communism. You can attribute the mass deaths, the immense poverty, his failed autarky programs, <add more typical Communist things here>.

If basic social reforms can do those things, why do so many countries continue to struggle with them?

Hoxha was a traitor to Communism, Tito should have invaded Albania to turn it into the 6th SR even if the Cranky and Parnoid brainwashed Citizen Soldiers would resist.

Enver Hoxha is perhaps the worst ruler a country has ever had. The guy would have been locked up in a mental hospital had he not been the First Secretary of the Party of Labour of Albania. Like all other tyrants he claimed to represent the people but his downright megalomaniac ways suggest otherwise.
