1) The KGB didn't get to go into Albania because they would not have been trusted. During Stalin's time, the NKVD may have.

2) Hoxha did give his people a better standard of living than they had before.

Mao had his flaws, but I wouldn't classify him as a "class traitor," (which is about as legitimate a term as "race traitor.") or a psycho tyrant. He wasn't a sociopath like Stalin or Pol Pot.
