And he wasn’t running backwards, turning around shooting. He was in full throttle, running away from the police. I don’t see in any way how he could be a threat to the police.”

Race may-or-may-not have anything to do with this, you haven't provided enough information for that to be clear. However, stuff like this happens quite frequently to people of all races. The police pull this crap all the time, with little accountability. It's annoying, to say the least.

The police officers story is that he had a gun, and said gun was recovered. They would likely want him to stop moving before going near him if there was a chance he could still shoot. Also the locals flooding the scene would make a hostile atmosphere that they would not call an ambulance into.
