the task of guarding the submarine bases itself is not performed (typically) by the personnel of the ships in question especially during an inspection of the vessel when all hands will be showing off just how shiny they can be

But remember, this could be dock crew, Navy base guards...
2,000 men can easily be lost in these areas without having to cut into the ships.

True but I think it's already been decided that they will be cutting personnel serving outside the country. Including some serving in Afghanistan.

Hmm. Usually only the chief of the watch is armed aboard a submarine. Other weapons are stowed and locked. Like Sean Connery said, "Ryan, be careful what you shhoot at. Mosht thingsh in here don't react well to bulletsh."
