You can...but expect them to start being as nosy regarding your life as you clearly have been of theirs.

You and every other resident on your property will need to live your life completely free of wrongdoing, as they may report you for the slightest of infractions.

Nor would I blame them, as you clearly can't mind your own business.

Did your cats try to run away for, say, the first month you had them? Or did you get them as kittens?

Did your neighbors get adult cats? Of fertile age?

I had 2 cats (I now have 1 because the other was very old) and they went outside as much as they liked, and (as far as we know) ventured several miles away, but they always came back. Cats aren't by any means stupid, and know that if they stick around, they have free food and shelter. Cats will generally only leave if they have a very good reason.

I would go ahead and make the report, just in case.

If it were my choice, animals would have pretty much every right that a human has. Shooting an animal should carry a life sentence, just as if it were human (mainly becuase humans are animals).

Cats don't come back if they go for a quick jaunt into the desert as many cats do, and get eaten through no fault of the neighbors (The getting eating bit, getting out is another story and if the OP isn't exaggerating the coyote issue or whatever it was, then the neighbors oughta be watching their garage door).

Are you a vegetarian? I'm always disgusted how our society frowns upon killing of one kind of animal because of its cute and fluffiness, while promotes the killing of another because of its filling and tastiness. One of my life goals is to try dog. I'm not discriminative when I eat animals and I think it would be an interesting cultural experience. Guess it makes me an "uncultured" or "unethical" person, as it was hinted earlier when someone mentioned they expected such" cruel" behavior from a "dog-eating society.

To be honest, I love cats and do frown upon animal abuse but this? This isn't abuse. Abuse is lighting the cat on fire, poisoning it, shooting it for fun. Abuse isn't having it run away as cats do that, especially if they're new and not kittens. Heck, I once had a cat who got depressed because he wasn't outdoors enough. Are we abusive because we started to let him out during the day, when all were at work, in order to cure his depression and he just happened to have not come home one day?

What is also ironic is that if the agency is called called and they take the cats, they'll most likely put into public shelters. I'm not sure about you, but in my city most public shelters are kill shelters because there are WAY too many animals (prehaps because of people who report these "abusive" cases) for the shelter to be a non-kill. So, cats get taken away form this horrible home just to be placed into a place where they're sure to die within 48-72 hours...a week at most. *nods* Am I the only one who finds that funny?

honestly you ought to call the aspca and TALK to them about your concerns. you dont have to "report" anyone but a discussion of what is and isnt acceptable in your area in the treatment of cats is appropriate. its their job.

No. You're making a big deal out of nothing. Cats run away all the time and if they get eaten or whatever it's no fault of the owner. Besides you have no solid evidence, just telling the ASPCA is not good enough. You need proof.

I can understand that you care about the cats, but then rather ask your neighbours if you can close their garage door when they forget to.

You don't need to call in an air-strike for an insect.

Honestly? Cats aren't dumbasses. They left the door open, that was wrong? Yes. The cat's death was their fault? No. The cats left on their own will, and they are smart enough to came back if they were hungry or anything else. I have for 6 years, and the windows were always open. He always left and came back whenever he wanted. Seriously, cats aren't stupid or suicides.

Yes, at least contact the ASPCA and ask their advice about the mistreatment during the summer (in the garage) and their neglect in feeding them. The cats running away I'm not sure indicates abuse, but perhaps the way the cats act could tell you more.
If they clearly show the cats the safe boundaries of their yard, by e.g. walking them around it in a leash the first week before letting them run freely, if they are castrated, and if they treat them well and feed them well, they shouldn't run away.
Your neighbours don't seem very suitable cat owners, but if you can possibly solve it directly with them, it is of course better for everyone involved.
Other animals than humans deserve respect and as they can not always defend themselves, we need to defend them.

If I recall correctly not securing their animals could get them in trouble. I think there's city codes about things like that. Your local ASPCA would know the laws.

True enough. The Internet Tough Guy outbreak this thread caused is amusing, though. The problem is, the ASPCA will probably tell the OP that unless there is proof that the neighbors are deliberately causing harm to the animals, rather than being just dumber than a box of rocks, they can't do anything.

I don't see why someone leaving a garage door open by mistake is considered animal cruelty.
