It's always been deliberately ambiguous. It's always been thematically significant that the world doesn't know.
I think he thinks China started it due to the beginning of 4, where your neighbors are all like "omg the commies nuked us" and the shock of the news reporter. But if we're being honest here, would a government really tell its people it was about to cause a nuclear holocaust? The mere surprise from some people is not confirmation China struck first.
I do believe the very, very few hints we are given lean slightly toward "China did it", but we have no way of knowing for certain.
I also found it odd how the war was called "the Great War" instead of "World War III". The latter has a... "cooler" ring to it, so I'm surprised they didn't go with it (unless the war is referred to as "WW3" on occasion, and I simply missed it).
Because it simply wasn't a world war. The war itself was formally only between the United States and China, and while it eventually did spin into including the other nuclear-capable countries it should be noted that there really weren't that many of them.
