The movie is for children, so no.
Preeeeeetty much this. Also would kinda kill the entire "love for family" aesop that the movie none-too-subtly clobbers the audience with. Could make for an interesting AU darkfic, though it'd need a capable fanauthor to make it work without coming off as a completely overdone cliche.

Anna stays dead, destroying the one thing left in the world that gave Elsa something worth functioning in the world for. With her family dead and the world against her, her heart really does become cold, she kills Hans right there and then, and becomes a feared and power tyrant ruling over a wintry wonderland--wonderland in the sense that one screw up, and your head is gone. Arendelle becomes a more formidable force than it ever was, eventually becoming more legend than reality to later generations.
Kristoff, however, wanting to honor Anna's wish to help her sister, stays by Elsa's side despite what she has become. He does his best to temper her anger with the world in any little way he can, comforts her, and tries to nurture what little humanity she has left, knowing it is what Anna would have wanted.

That would have been interesting to see. It would have been a stronger movie if it had gone that way and may have even won the best picture award.
