I just thought of something. F&F say 'any horse can make a claim and any pony can do the same'. Would that mean that the F&F Brothers are horses and not ponies? And does that mean their different races? Would explain the height difference.

In the split scene, you see a stalion in the crowd. They're slightly taller than him. I think they're slightly shorter than Luna.
