Well, Ba Sing Se is in shambles, but the kingdom itself still looks like it's more of a loose confederation of mostly autonomous city-states. Order could be restored by a coalition of those autonomous groups including Zaofu and Omashu, though I wouldn't be surprised to see requests for additional support from either Republic City or the Fire Nation. (Proooobably the former, as sending Fire Nation troops into Ba Sing Se might make matters worse for those old enough to recall the sieges and occupation in the 100 year war.)

Omashu might not fare to well in establishing order if it still has a Monarchy, and Zaofu...maybe, and Su might lend a hand in creating a democracy in the Earth Kingdom keeping in mind her attitudes towards Monarchies in general.

As said before, Republic City still has the vines and most likely doesn't want to get dragged into another war after Amon and the Equalists movement.

I rewatched the finale (First time I've done that for this show) and I noticed something...Zaheer is short.

I'm curious though how they're going to tackle what appears to be Korra's ongoing condition. Given the sheer volume of mercury forced into her system and the duration of that exposure (while engaging in extreme activity, no less!) I don't think she's bouncing back from that after a little bed rest, and Wiki has some none-too-encouraging information about severe mercury poisoning. Small wonder she's so depressed- the world needs her and she is completely crippled with no promise of getting better any time soon. On top of that, the world needs the Avatar now, not in another 10-15 years, so not even suicide would offer any sort of last-ditch solution along the lines of "better luck next lifetime."

Yikes! When you combine the mercury poisoning with the trauma and PTSD, Korra is going to have have a rough time. Looks like Korra may take a back seat in season 4 while Tenzin and the airbenders take the lead.

My only hope is that the writers tackle her poisoning in a realistic and impactful manner, instead of just a time skip or a miraculous healing of some sort without any repurcussions.

I mean, she doesn't have to be eternally crippled, but with everything going on, something has to have gone wrong psychologically with her by this point.

Mah feels! :( But that does have a point. There's a reason traditionally everybody waited until the Avatar was 16 to drop that bomb on them! At least by then the person has had a chance to get out there, experience life, and cement an identity and sense of self separate from the whole "BTW, you're kung-fu action Jesus" shtick. Look at what that did to Aang when he was told too young, and he still had some time to just be Aang, goofy airbender kid instead of Aang the Avatar. Korra's known since she was what, four? So basically as long as she can freakin' remember, it's been Korra the Avatar, she never had a chance to build up an identity outside of that. She's going to have to confront that void in her identity and hopefully figure out just who and what she really is before she can make any headway.

Yes, that appears to be the constant theme throughout this series. In fact, quite the opposite of ATLA, where the theme seemed to be that the world needed the Avatar, despite him not wanting to be the Avatar.

If the Fire Nation does step in and try to help the Earth Kingdom, I don't think the Earth Kingdom citizens would like the Fire Nation getting involved, especially after they tried to conquer the Earth Kingdom before, and it could cause a conflict between the two, which would be interesting.
And I find it really interesting how in every season of Korra a nation undergoes a major conflict. Maybe Season 4 will be about a conflict in the Fire Nation.
