Yeah, she was a bit random. Possibly foreshadowing a future important secondary character for book 4? Or a slightly misfired attempt at making the Metal Clan's mooks a little more personified instead of just being, well, the mooks?

But who's gonna help? The Air Nation? Pfft, no offense, but I don't think a group of 20 airbenders is going to bring all of Ba Sing Se together. Korra is probably down for the count for a while, and seeing how she probably has PTSD and whatnot (I mean come on, she's had multiple attempts on her life and her own self worth is questioned as well), so that leaves the Water Tribes and the Fire Nation.

The Water Tribes is still probably hurting from the civil war.

Which leaves the Fire Nation to help.

You left out the United Republic, but since Republic City is still dealing with the spirit vines, I doubt they could help a lot. It looks like the Fire Nation is now the strongest nation, and may take the lead in reorganizing the Earth Kingdom. Personally, I hope the writers use this as an excuse for us to see more of the Fire Nation; we've seen the modern Water Tribes, Air Nation, Earth Kingdom, and Republic City, but not the modern Fire Nation. Korra and the new Air Nation could travel around the Fire Nation, working with the government there to help rebuild the Earth Kingdom.

Also, what would this new Earth nation look like? No mention has been made of heirs (I bet the Earth Queen killed most of her heirs so they wouldn't threaten her power), so I'm guessing a new Earth Republic will be declared. Besides, it'd be a bit unusual for LoK to focus on how bad and oppressive the Queen is, and then reinstate the same monarchy that was deeply unpopular and tyrannical.

(Proooobably the former, as sending Fire Nation troops into Ba Sing Se might make matters worse for those old enough to recall the sieges and occupation in the 100 year war.)
