Well, Ba Sing Se is in shambles, but the kingdom itself still looks like it's more of a loose confederation of mostly autonomous city-states. Order could be restored by a coalition of those autonomous groups including Zaofu and Omashu, though I wouldn't be surprised to see requests for additional support from either Republic City or the Fire Nation. (Proooobably the former, as sending Fire Nation troops into Ba Sing Se might make matters worse for those old enough to recall the sieges and occupation in the 100 year war.)

Republic City still has a vine and spirit problem, so they can't contribute a lot. Since the memory of the Hundred Years War might limit Fire Nation help, it looks like Korra, the Air Nation, and the rest of the Earth Kingdom are on their own.
Wait, I just came up with a crazy crack theory: Suyin becomes Earth Queen so she can rebuild the Earth Kingdom to be like Zaofu! It's crazy, but it kinda makes sense.
