Yes. They get one final appeal. It is reviewed by a team of uninvolved mods who reexamine all the evidence and either accept or deny it. There are no further chances after that if the appeal is denied.

I remember some mod, may have been Reppy, saying that they may let DOS nations come back if they haven't been seen for a few years, and come back quietly and show no signs of the rule breaking behaviour that got them banned? Though this is completely separate to the appeals process of course.

It isn't a matter of 'letting' them. More of 'noticed they are kicking around, but not causing any trouble after a very extended period of absence'.

Kids grow up, people can change. Depending on who and what and why, there have been a few known to make a quiet return and participate. I wouldn't risk it, though. The list of who hasn't is a great deal longer than who has, and the records on who did what is detailed, easily searched, and referenced. Granted, you can't take this as an 'official' stance, but if you search through, I'm sure you'll find the posts you've referenced, and see what the standing mods have had to say on the matter.
