As long as you stick to the OP's suggested 'one click one action', then editing a dispatch is fine. Note that since edited dispatches go out in the NS world beyond your own nation, editing them is a restricted action! So you may not have a stand-alone script running which edits dispatches of multiple nations, or does so on its own accord without user interaction.

EDIT: So sorry, I made a terrible mistake here. Editing a dispatch is of course rate-limited per usual, but it is not a Restricted Action. Hence: legal as well.

Wait, why not multiple nations? If I own all nations involved, wouldn't they all be "my own nation"? How do dispatches affect the game world outside of the page that shows the dispatch? If the title/category is the problem, then would changing the dispatch body, without changing anything else, be okay? Just wondering.

Changing customizable fields is fine. Changing a regional password is not, because it generates a happenings line on the region's page.
