When I tried to create a new nation, I get this:

This

It says I can't create a new nation. Why?

Not a bug. We got swamped with adbots from your provider, so we blocked their ability to create new nations. Sorry this affects you as well, but we didn't block your ability to play, just to create new nations.

I'm sure you can still create new nations from another provider, perhaps a school, work, or library computer. Once they're created, you can play them from your normal device.

Provider? You mean BSNL swamped NS with adbots?

Yes, specific subnets owned by BSNL, including one of the primary subnets in your city, are common carriers for extensive spamming. We don't block all of BSNL, but when we get jammed by multiple spammers within a subnet, we can block that specific subnet.
