China sucks, nothing new here. People have been immolating themselves in that country for years but nobody cares which is disappointing.

I don't know if he is intentionally attempting to troll or this is just insulting to me.

I can't give you an answer to a hypothetical question. All I can say is that saying "China sucks" doesn't register as anything remotely offensive. I guarantee you could find a chorus of "USA sucks!", "Israel sucks!" or "*insert any country here* sucks!" in NSG. People are allowed to have differing opinions of countries.

Any such thread is reportable, if you think rule breaking may be in progress. However, we moderators decide on a case by case basis whether or not it's actionable.

This one is not actionable. And there are any number of examples of trolling and flamebaiting across the forums, so I don't really see the merit in inventing a new example to further illustrate the difference.
