"Ubij" looks to me like the imperative of "ubiti" which in Serbian means "kill". "Siptare" seems to be a corrupted form of the Albanian term for Albanians ( Shqiptarët). So I'd translate it as "Kill Albanians!", which I don't think can be allowed here.
Someone else should double-check my translation, though.
