[Report/Question?] War with no military intervention?

It's not exactly a rules violation as far as I know (though I suppose there could be a case of pic spam), but it does deal with a specific thread, so I can't really make it a discussion thread.

Basically, in this thread (Armenia Attacked), the OP says that direct military intervention isn't allowed, then goes and declares war on another nation. As far as I can tell, that isn't against the rules. Still, declaring war on someone and sending troops to invade, then telling people that they can't use their military to counter military aggression seems unfair to say the least (and rather hypocritical, too). I mean, what are you supposed to do if you're the person being invaded?

I know the Mods don't police RPs (except for rules violations), and I'm not looking to get anyone in trouble or anything, but I would like to hear your opinions on the matter.

Just wondering if this could get answered. Several of us in II are curious as to the mods official stance.

Officially speaking, although it is certainly rather poor form, the OP is free to set whatever stipulations they want on their own RP... but at the same time, no one is forcing anyone else to participate with them, including the player(s) they are attacking. And if the player being attacked basically says "lolnope, I'm not playing," then the entire thing falls apart anyhow. If somebody's thread rules are too unreasonable, then don't try to play with them; the RP forums are well-populated with other folks who will have different notions of how to go about it.
