Another member of your region posting a copy of your region's charter/description in their factbook looks more like something that should be resolved be either asking them politely to remove it, or by you accepting there's no harm in them posting it there. It's not a moderation matter.

I did ask them but they didn't listen to me and it is a moderation matter cuz it is originally mine and I have the right to not let them share it plus you guys know that I wrote and published it and I politely ask you to at least warn them or delete the topic plz
