There is, I repeat is, a new settings option for naming a Capital City (w00t!). However, before I got that option, I received an issue (A regular "select an option" issue) asking if my nation even needed a capital at all. Once I selected that I did need a capital, completely unaware of the effect it would have since I'd never received that issue before, I received a telegram informing me that, lo and behold, I can pick my capital city in the settings page. So, all bow, I am now capitaled in the city of Leoldville!
