Here's the hypothetical scenario: You're a Regional Officer with the power of Border Control. Because influence costs are doubled for a RO, you need to have 2/3 of a nation's influence to eject them or more influence than them to banject them.
Suddenly, you're elected delegate, but the delegate does not have the power of Border Control.
The question: Are the influence costs lowered back to normal when you're elected delegate no matter what or does the delegate need to have Border Control?
