i know that I'm not the first person to suggest this, but isn't 'Law-abiding Acts Per Hour' rather a strange definition to use for measuring 'Lowest Crime Rates' ?
How about replacing 'Law-abiding Acts' with 'Criminal Temptations Resisted'?

Imagine a country with very few laws. Since there's very few laws to break, there will also be very few moments where people will have to resist the urge to break a law. It will then rank low on the 'lowest crime rates' scale giving the impression there's lots of crime... which is odd, considering there are so few laws to break! I think your suggestion would be more confusing, actually.

Even if criminal temptations are rare, if you resist them all, you're a good citizen. Whereas if criminal temptations happen only once in a blue moon due to your country's unrestrictive laws, but you still can't resist taking the temptation when it arises despite the huge number of things you could do legally instead, then that probably makes you a pretty bad person, notwithstanding that actual crime is still rare.
