WA Delegates (QUESTION ANSWERED)

How do I make my friend a WA delegate in my region? He is in the WA and has one endorsement if it helps.

Get another nation to endorse him.

[Not Rump]

If he has the most endorsements at the time of the update, he'll become the delegate.

[Europe and Oceania]

The nation that has the most Endorsements will become Delegate of the region.

Edit: I got Ninja'd by the above nation.

Delegate changes only happen twice each day - at major and minor updates. They're spaced 12 hours apart, so that would be why it took a while for your friend to become delegate.
