If a founder leaves their region, or CTE's, the region's WA delegacy will become executive, if not already executive.
The founder can edit powers from outside of the region, but cannot make the delegacy non-executive unless they are in the region itself, and they will need to do this manually after every time they leave the region.

When the founder of the region ceases to exist, the Delegate becomes executive by circumstances and if the founder is refounded and moves back to the region the Delegate is non-executive again

Once again, you are posting with incorrect information. If the founder revives, the Delegate is not automatically reset to non-executive. We happened to have a rather embarrassing incident awhile back involving that precise scenario because a founder CTEd and was revived, but nobody realized that the delegate needed to be reset to non-executive status.

Had the region updated yet? I suspect not. If you don't know, then why would you post? There is a maxim in the technical thread that states "If I don't know, I should not post". You know why that is? Because wrong information makes you and the people that follow it look really, really bad. You do very good work over in the Got Issues thread and I would hate for you to become completely ignored because you don't know when not to hit that post button.

It must have updated because when I returned to the region the Delegate automatically become non-executive. You tell me what happened. Of course that was when I was still new to the game
