Nation missed in update

This nation was founded yesterday at 11:47pm, before update began.

I moved into The Communist Internationale at 1:21:28 AM and endorsed Gaeslan 2 at 1:21:31 AM. TCI then updated between 1:21:44 and 1:21:47 AM. Gaeslan 2 became WA Delegate at the end of the update.

The issues I dismissed on this nation were not dismissed, and my endorsement did not count for Gaeslan 2, even though I moved in and endorsed well ahead of update.
