if @@DIVISION@@ holds the subdivision type (and its plural?) you can have a deafult value which symbolizes no-subdivision (like the wa, or leader shards).
if @@DIVISION@@ holds the subdivisions' names, each name will be in a nested tag, and a unitary nation will have an empty list.
