Giving away Telegram Stamps?

I was wondering a few things about Telegram stamps:

1. Can I give stamps to another nation (that is not my own puppet nation)? Or can I buy them for another nation?
2. If I select the tag tag:all, is there an option to exclude one or two regions from it?
3. Are you allowed to recruit for other regions using your stamps, while simultaneously recruiting for your own region? Or do you have to create a puppet nation to do it through?
4. How do you buy supporters for other people? Is it possible? (you know, where you donate to the game)

Yes, you can buy things for another nation with the 'Gift' mechanism. http://i.imgur.com/swpaXdH.png <-- enter in the nation's name and purchase the gift.

2: I know of no exclusion method.
3: Always recruit for the region you're actually located in. So if you want to recruit for more than one region, use a different nation for each.
