Now, in regards to the challenge system, is there a way to challenge more than one nation at once?

And no, you can only challenge one nation at a time. This is by design.

I'm certain it was a glitch, but it was interesting.

All challenges are one-on-one. It is however possible to be part of two challenges happening at the same time.
