I can't seem to find the exact definition of their usage

A dispatch is a statement issued by your nation. Types of dispatch include Factbooks, which officially describe your nation, Bulletins, which address gameplay, and Accounts, which are articles or stories involving your nation's people. Dispatches may be edited later or deleted.

I thought of this before too.

"Stuff that doesn't fit elsewhere."

How I interpret it is that Meta is for fully OOC posts, whereas the other categories are intended for stuff that's at least partly IC, whether roleplay or "gameplay IC".
