How does the ranking system determine the top endorsements p

I've been surprised with a top 1% WA endorsements ranking without any real clue as to why...

Can anyone enlighten me with some more information or is this just another bio tag to wonder about on random occasions?

Normal. Nations with 0 can get a top 10%.
Internet Explorer, IE, "Preacher of Defender Ideals"
