Traffic is high because the event was EXCLUSIVE to one day a year. If it was not exclusive, traffic would not be as high. This is simple marketing.

Would not be as high. It would obviously go down, but the gameside traffic would still be higher if there's much more to do in the gameside part of NS. Even if it ain't as high, it would still be higher than it normally would, which could and most likely would continue causing server issues.

Even so, upgrading servers costs money that Max might not have. A few extra bucks a month from ad revenue would help and all, but it could still be weeks or even months before he could get the money to do so, which would be a huge inconvenience for everyone.

I highly doubt NationStates is a money-concern for Max. NationStates is just one of the more clever marketing ideas ever created by a book author to help increase book sales. Max makes a healthy amount from his day job, I am sure. NationStates does not need to be a profit-center for it to be a success. Every player on his site is that much more likely to buy or read his books, which is the ultimate goal here.
More players and more server demand is a net win for Max. Whatever minor server costs he pays are payed back 10x over in book sales.
