5: Was used by some admin of Nationstates (Forum Admin, Senior Game Mod, Game Mod, Forum Mod, Issues Editor, etc.)
6: Is the author of a WA resolution.
Otherwise, there should be no population threshold as this makes no sense to have here.

It makes sense if you don't want to cause a great deal of confusion and piss people off. Under your guidelines Divair, who CTE'd about a month ago, could be reused despite having 60,000+ forum posts and a population of over 10 billion. It could turn CTEing into a sniping fest for well known names.
I've said it before, I'll say it again. The higher you bump up the population limit, the more likely it is that you are going to run into a former nation people knew.

Actually, Divair is the founder of a current region, so his name would not be re-used. Did you forget?

While that's true, that doesn't really matter. The vast majority of nations on NS don't engage in gameplay. People like me, and the vast majority of RPers, give very little shits about the WA. Same with most Generalites.
Nations that have forum posts should not be reused.
People could immediately grab a nation upon them CTEing, preventing them from being able to return, causing unnecessary confusion and complications, and abusing the system to grief others.

I think these rules for name-releases are enough to keep big names locked up and other nations available at the same time. Names Such as all three Unibots, The-Cid, Grub, Cerb, Stujenske, and Milograd could all remain locked up while other names that are less popular (such as mine) would still remain without any limits to when, because I do not meet any requirements of the release rules I proposed. So, if I CTE, it's fair game (under these rules)

A nation having forum posts being reserved I think would only encourage spam. Under your guidelines, If I made a nation named Blahblah, and then I came to the forums and posted thisBlahblah wrote:

Boom, Blahblah can no longer be used.
I would just see it as encouraging spam, and I would work as a system to where players whatever they want to be locked up- well- locked up.

You are latching on to an irrelevant tidbit and missing the bigger point. I grabbed the first CTE poster with a high post count. The point is it is entirely possible to be noteworthy in your own right and not hit one of your six exceptions.
You could refound Francos Spain under your guidelines. If you can refound one of the most infamous nations in the history of the game, your guidelines are too loose.

Francos Spain was a delegate in one of the pacific regions in 2004. That name would be reserved too.

What's wrong with locking up the names of nations you have? Why do you need the names of posters? There certainly isn't any shortage of nation names on the game.
What do you suggest we do then, in regards to nation that have posted a significant amount?

Yes he was, but the game doesn't remember because it happened too long ago. The most recent history item for the Pacific is: 5 years 336 days ago: The Bunny Emperor of Krulltopia elected WA Delegate.

His main point was that Divair is a historically prominent user with over 60k posts. He just coincidentally happened to fall under your rules. Many others like him wouldn't.

Nothing. That encourages spam. The mods would be way to busy and this game would land in chaos due to a lack of active mods.

And where are those spammers now?
It'd be against people's interests to just spam with their puppets, as there would be the possibility of the permanent deletion of all their nations.
