Effects aren't always visible, but they are there. They might be too minor to register a visible change (changing a stat from 68.2 to 68.4 will still see it show up as "68", for example); or they might affect stats that aren't visible on the nation page, but are tracked.

Nope, I didn't qualify for the chain, didn't get it, still got this issue

I've received this issue on my Liberal nation along with my oppressive one. I rarely dismiss issues on either.
