I think I might've chose incorrectly on the issue. For weeks, it kept saying "Awaiting Legislation" when I thought that I already dismissed it. Will the issue reoccur? If so, how soon?

If it still says "Awaiting Legislation" then, yes, you made the wrong choice. It should reappear eventually, but now that you've passed the original threshold it's gone into the pool for random delivery so there's no way to forecast when that reappearance will happen.

If it still says Legislation Pending, then you can just make a new choice.

Dismissing an issue always does nothing. So it won't unlock the Capital city setting either. For that you will have to make a choice (the right one, which one that is is rather be obvious).
